Background

Foundation for Reproductive Health Services India (FRHS India) is a registered not-for-profit organization operating since 2009. FRHS India is an affiliate of MSI Reproductive Choices, a global organization providing personalized contraception and safe abortion services to women and girls. MSI’s local teams of professionals are passionate about the work they do in communities across 37 countries. The high quality services we provide, give a woman the power to choose if and when she has children so that she’s free to pursue her plans and dreams for herself and her family. FRHS India is the No. 1 non-governmental provider of Clinical Family Planning services. We provide quality family planning and safe and legal abortion services to women in need, through multiple channels that comprise of our own clinics, clinical outreach teams and public sector support to Government facilities. We are currently working in the states of Rajasthan, Bihar, Jharkhand, Uttar Pradesh and Madhya Pradesh in Public Private Partnership with state governments. In 2021 our teams directly provided family planning choices and quality services to over
171,747 clients that delivered a Couple Year Protection (CYP) of over 2.13 million.

A large number of women in India are unable to exercise their sexual and reproductive rights due a number of barriers – social, cultural, policy, and access to information and services. Thus, we work in partnership with stakeholders to improve the policy environment towards enabling women to exercise their reproductive rights and choices. FRHS India also implements advocacy projects to advance sexual and reproductive rights in the country. At present, FRHS India hosts the secretariat of Pratigya Campaign for Gender Equality and Safe Abortion, a network of 120+ individuals and organisations, working towards protecting and advancing women’s rights and their access to safe abortion care in India, working with governments, organisations and media at the national and state levels.

KEY RESPONSIBILITIES

Quality Assurance and Monitoring:

• Client’s needs are to be met promptly and efficiently with the provision of high quality, professional services at all times. This would require the position to:
• Ensure FRHSI clinical services teams are appropriately staffed and maintained.
• Ensure that Competency Assessment of clinical staff – full time or on call is done before they start providing services.
• Orient and induct clinical staff to MSI’s services delivery guidelines and policies.
• Develop, improve and monitor service delivery standards and client satisfaction.

• Develop and manage systems to ensure all clinical services teams are equipped with appropriate equipment and supplies to provide quality services in accordance with MSI guidelines and policies.
• Maintain and manage incident management system to record all client complications; ensure that clients receive best possible care at higher referral facility; investigate each incident thoroughly and disseminate learnings among team members.
• Plan and conduct periodic internal quality audits for each service delivery unit and evolve an action plan to address any gaps.
• Support and facilitate annual Quality Technical Assistance visits by MSI’s Medical Development

Team.

Training and Capacity Development

Clinical team members understand FRHS India’s goals and objectives and they are adequately trained to provide high quality professional services. This would require to position to:

• Provide ongoing technical support to clinical staff and staff of partners to enable their skills improvement and ability to provide quality services.
• Assess training needs of clinical staff; develop annual and quarterly training plans; develop training materials and ensure that high quality trainings are delivered.
• Conduct Continues Supportive Supervision (CSS) as per MSI’s policy; identify gaps and evolve action plans to address gaps.
• Engage with public sector clinical staff to evolve and deliver training programs as required.

Clinical Governance

• Conduct quarterly National and State Medical Advisory Team meetings to review clinical issues; record minutes of the meeting; develop action plan to address issues discussed and disseminate MAT meeting decisions to all program and clinical team members.
• Maintain and update databases – incident reporting; IQA; CSS and trainings.
• Ensure that drugs, supplies and commodities used are in line with MSI’s policies and requirement.
• Ensure that referral tie-ups are in place with appropriate private hospitals to manage client complications.
• Have a rights-based approach to safe abortion services, and an ardent advocate of SRHR- with a focus on MA and MVA services
• Keen to strategically include adolescents in service delivery and have skills for mentoring counsellors providing services and counselling to adolescents on SRHR

Management and Representation

As a senior management team member of FRHS India, the position is required to:

• Work closely with other functional heads in developing annual business plans and contributing to its implementation.
• Lead recruitment of clinical staff at all levels; identify, develop terms of reference and contract consultants as required.
• Supervise and manage performance of State Clinical Services Managers and consultants.

• Build and strengthen relationships with technical counterparts in national and state governments; bi-lateral and multi-lateral agencies and international and national NGOs.
• Represent FRHS India at technical meetings and consultations.
• Work closely with MSI’s Medical Development Team and Regional Medical Advisor.
• Contribute and review technical aspects of donor reports; proposals and communication materials developed by Marketing & Communications teams.

QUALIFICATION AND EXPERIENCE

• MBBS preferably with Post-graduate qualification in Obstetrics and Gynaecology, Surgery or

Public Health.

• Management / business qualification (preferred).
• 12-15 years of management experience in similar or allied roles, of which at least 5-8 years of relevant experience preferably from NGO environment
• Technical / clinical competence for Sexual and Reproductive Health & Family Planning services.

(SRH/FP Services).

• Good understanding of public and private health systems and FP/SRH issues in India.
