POSITION SUMMARY:
Performs a variety of tasks regarding the application of the Expediting Function at either the GBU or Project level. Locations may include a project office, support office, jobsite, or supplier facility in accordance with Bechtel Expediting Procedures. Ensures actions are taken to add surety of outcome to the timely delivery of materials and equipment to meet project needs. May at times be responsible for supervision, direction, and monitoring of Expediting Specialists. This position may require extensive travel.
A primary Expediting objective is to accelerate the progress of the Supplier’s work in detail. If problems are anticipated or arise or the supplier has difficulty in meeting the agreed schedule, then the Expediter’s task is to investigate the cause(s) to help find solutions and initiate action(s) that will eliminate or minimize any schedule delay.

Expediting Operations Managers directly to the Corporate Manager of Expediting
Depending on placement daily direction may be provided by GBU Procurement Manager or a Project Procurement Manager

May at times provide work direction and supervision for Expediting Specialists

Coordinates expediting activities with project management, project procurement, engineering, construction, startup, planning and scheduling, project / area expediting, and others.
Maintains relationships with suppliers at all levels to monitor, manage and mitigate obstacles to the progress of material and equipment orders.
Coordinates with all functions in support of achieving Corporate and Project Specific requirements.
RESPONSIBILITIES:
Provide advice to Project Procurement Management and functional departments regarding expediting activities and special projects.
s supplier performance on expediting matters to the global business unit Manager of Procurement, the Project Procurement Manager and Corporate Manager of Expediting.
Participates with the project Procurement Manager in project employee utilization by preparing expediting forecasts based on projected scope and schedule of the project.
Prepares management s on the status and effectiveness of global business unit expediting activities for business unit and Corporate Procurement Management.
Prepare annual reviews, salary recommendations and force ranking on GBU Project Expediting personnel with the applicable GBU Manager of Procurement.
Manages the GBU Expediting function to ensure expediting activities are planned, staffed, and implemented in a timely and efficient manner.
Monitor GBU Projects expediting job hours and monetary budgets.
Directs the performance of global business unit Expediting department activities within approved budgets.
Ensures project Expediting Supervisors proper functional application of Corporate, Global Business Unit and Procurement Expediting policies, procedures, and guidelines.
Monitors current and projected workload to ensure proper buildup and reduction of staffing to satisfy anticipated requirements.
Prepare and review procedures, provide training and expediting metrics.
Coordinate available PEX, PES and AEX personnel with staffing requirements including recruitment and employee development.
Formulates action in resolving suppliers’ delivery problems or provides support to actions taken by Corporate Supplier Quality and Expediting.
Prepare and perform training presentations.
Address corrective and proactive and preventive expediting actions with the Customer, Project Procurement Manager (PPM), PEX, PES and AEX personnel.
Provides guidance and direction in identifying and resolving manufacturing and delivery problems with suppliers.
Negotiates with supplier management to identify and resolve problems in supplier operations that affect their ability to meet scheduled delivery dates.
Analyzes the effectiveness and economy of established expediting systems and techniques for possible improvement.
Assist the Corporate Manager of Expediting in developing, planning, and administering Expediting policies, procedures, and training.
QUALIFICATIONS AND SKILLS:

Extensive prior experience in leadership roles, involving global operations
Bachelor’s degree (or international equivalent) and minimum 12+ years of relevant experience or in lieu of degree 16+ years of relevant work experience
Must have the right to work and remain in the US without visa sponsorship.
Has worked on large projects in a Senior Expediter or Expediting Supervisor role.
Proficient in interpreting schedules to ensure that realistic milestones are established, required activities are identified and timed to support the next activity and that the interface between activities is maintained.
Broad based knowledge of equipment and material fabrication sequencing and construction sequencing.
Experience in techniques of expediting materials and equipment. Working and process familiarity with Engineering, Planning and Scheduling, Construction, and Procurement practices and an advanced understanding of manufacturing processes and procedures.
Competency in reading and interpreting engineering drawings; ability to interpret purchase contracts; advanced knowledge of manufacturing processes; advanced computer skills; advanced oral and written communication skills; excellent planning and organizational skills; ability to work independently.
ADDITIONAL QUALIFICATIONS:
Thorough understanding of equipment and material fabrication steps and methods.
Knowledgeable on risk modeling
Advanced ability in interpreting schedules to ensure they are realistic, that required activities occur on time, and that interface between activities is maintained.
Proficiency in monitoring supplier performance, back-charge procedures and the resolution of claims and disputes.
Advanced oral and written communication skills regarding technical and production matters with both project and supplier personnel.
Proficient in organizing tasks for completion and facilitating an agreed date.
Capable of providing early warning to the Project Management of supplier deficiencies or schedule risk.
Thorough understanding of Logistics and Supplier Quality processes.
Familiar with developing and tracking metrics.
