Full Job Description
The mission of the Regional Head of Trade Management & Global Business Line Trade Manager(R&BTM) is to manage, guide, train and support Country TCOs and regional Management in ensuring that all Local Businesses conduct their activities in line with Hitachi Energy Trade policies and guidelines, as well as to drive and coordinate the implementation of Hitachi Energy`s Global Trade Program throughout all countries in its respective region. Key focus is the oversight of compliance with all applicable customs, sanctions and export control regulations and to regularly update Business Line management and Global Trade Compliance/Trade Management on (potential) risk areas. Additionally, the R&BTM provides global business line advice and support in case of trade related issues, guidance in compliance improvement initiatives and the pursuit of strategic trade objectives. The R&BTM reports directly to the Global Head of Trade Management (GHTM) and is hosted by Hub Business Line (Finance) Manager (Hub-FM). The R&BTM consults the Head of Global Trade Compliance in case of questions on trade compliance and follows instructions on trade compliance, as communicated by HGTC.
Your responsibilities
Strategy and scope:
Serve as first point of contact for Global Trade related topics towards the Global Business Line management in handling trade compliance relating to PG JV (deemed) exports, cross-border shipments, customers or vendors.
Drive Global Trade agenda in the Business by representing a BU and being based in their respective PG Hub.
Support communication strategy and actively attend trade governance board.
Coordinate and support regions and manage country TCO’s in the assigned region, driving pro-activeness instead of reactive issue resolution / risk mitigation.
Roll out global trade strategy and roadmap to improve maturity in the region and ensure it becomes embedded in the R&BTM’s respective Business Line.
Actively support and provide input to large strategic sales, supplier as well as operational footprint improvement projects from a global trade perspective, driving long term value (compliance, cost and performance) Governance, Instructions and Procedures.
Adjust global processes to regional requirements and implement processes and systems according to roadmap.
Roll out Global Policies in the region and ensure they are adhered to.
Ensure the creation and maintenance of written trade compliance standards and procedures for all Local Businesses addressing all applicable export control, sanctions, and customs requirements for the applicable region and/or Business Line.
In relation to sanction compliance/export control, set screening standards (Sanctioned Party List/Embargo/Product), implement guidelines for the preparation and submission of export license applications and manage, review and ensure the proper release of SAP GTS blocks, where feasible / applicable through delegation of release to Country or Local BL TCO`s and in line with segregation-of-duty requirements.
Ensure transaction-based compliance with regulatory customs requirements (country-of-origin, classification, valuation and other).
Cooperate closely with staff in related domains to ensure seamless connection between overall trade compliance and day-to-day operations, including master data requirements, supplier qualifications etc. Ensure development, implementation and use of an efficient (communication) platform to drive trade compliance.
Create and lead regional trade compliance community with Country TCOs to identify regional challenges, exchange best practices and increase mutual support.
Authorities, Export Control and Customs Compliance (especially for smaller countries without full time TCO).
Support and advise the Trade Compliance representatives in their role of Single Point of Contact for local (national) trade compliance authorities and local business line management in handling trade compliance relating to PG JV (deemed) exports, cross-border shipments, customers or vendors.
Archiving, audit trail (especially for smaller countries without full time TCO).
Govern and advise on trade related archiving requirements, ensure that trade compliance and customs records are kept and retrievable, as defined in the relevant instructions and regulations. Perform internal audits and manage or support external audits.
Customs and Export Control Classification.
Govern and advise, through Trade Compliance representatives and appointed business-based Product Classification Engineers (PCEs) and responsible local business management, that all imported and exported products, software and technologies are properly classified with respect to relevant national and international export control regulations and national tariff / commodity classification.
Assisting in classification for special transactions, as needed.
Ensure maintenance of classification and audit trail in relevant systems (GTS, DMS and SAP or similar systems).
Jointly with IS, Country TCO and local business management, ensure the effective use of PG JV`s custom and trade compliance management systems (i.e. SAP’s GTS and Document Management System), ensuring the efficient implementation of the automated screening solution, as well as the customs management functionalities, for both imports and exports.
Trade Compliance Governance & Risk Management.
Develop and implement a strategy to monitor, manage and mitigate trade compliance related risks and opportunities, including close cooperation with customs operations staff and the preparation and use of regular local internal trade reviews (audits of trade compliance) in the Local Businesses.
Notify Local Business management, Global Trade Compliance and Trade Management and in-house legal counsel of any suspected trade compliance violation.
Oversee trade facilitation programs, manage and administrate authorizations and permits. Manage audits of PG JV global trade compliance and relevant authorities, supervise follow-up actions.
Coordinate centralized and outsourced services and tasks (if and when applicable, e.g. CoE’s, Consultants, etc.).
Align with other functions on regional level, e.g. HR, Tax, IS, GBS, P&L and global level within Business Line, e.g. Sales, Project Management, Operations, P&L.
People leadership, staffing, training and development.
Ensure, with HR, CFM and Hub business management support, that Trade Compliance is properly organized, staffed, skilled and directed, at local business level. Guide, motivate and develop nominated TCO`s within HR policies, for the benefit of both PG JV and the employee.
Budget and performance targets management.
Ensure that Trade Compliance targets are achieved. Deliver on budget and targets within the framework.
Reporting and Communication upwards and downwards in the organization.
Provide Regional management (respectively Hub management), CFM and Group Trade Management) periodic updates regarding the status of the regional trade compliance program and on significant changes in applicable trade regulations.

Your background
A MBA, Bachelors or Master degree in International Trade, alternatively Business Administration or Economics.
Around 10 years of experience in Power Grid or similar industry sector and with a good understanding of business and of end-to-end supply chain processes, risk management and logistics.
Knowledge of export control and customs rules and regulations is essential, but there is room for development of expertise in the start-up phase for the role.
Experience with trade compliance and customs in a regional or global context. Not only country specific knowledge and background is important.
Sufficient seniority to effectively communicate across all levels of the local business. Business mind-set, responsiveness, ownership, self-driven, willingness to explore and learn.
Capability to train and advice Country TCO’s and Business Line Management on trade compliance topics and requirements to fulfil for a compliant business model and related business engagement and projects.
Team player with good communication skills, capable of communicating in English and local language (of authorities), both verbally and in writing.
